Focused and efficient action, paying attention to the very best knowledge from microeconomics,
market design and the relevant technologies, would prevent the risk of human extinction at a much lower cost than any of the broad “comprehensive” actions or Christmas tree efforts now
leading policy almost everywhere.
Here are blog posts discussing what is possible and known in each of the five sectors. These were all written as quick over views, grounded in a huge mass of papers and discussions – stating from 2009, the year when I (and one partner in some months) handled climate change legislation for Senator Specter, a key member of the Senate EPW Committee responsible for climate legislation.
Some of the other important details are posted at:

Point 5: New research to understand more deeply what I have learned about “euxinia,” a form of climate change which explains the 5 to 20 time is past earth history when ALL members of the top species died, due to poisoning and radiation.

Points 1 and 2 – deep reductions in net CO2 from making electricity and from transportation, together about *0% or more in the US. (This is for primary emissions. Thus, CO2 from generating electricit for use in heating buildings is treated as coming from electricity generation. Electricity use to heat buildings stops being relevant once we get electricity from renewable sources.) See also www.werbos.com/E/GridIOT.pdf for a review sponsored by electric power research efforts, and see www.werbos.com.oil.htm related to the PNGV program I ran for years at NSF.
